    A winter storm is bringing snow across New York City, the Tri-States and other parts of the Northeast on Tuesday, with some areas seeing nearly a foot of snow by early afternoon.

    New York City Schools Chancellor David Banks insisted that the decision to close public schools and begin remote learning on Tuesday “was not a wasted day” despite a wave of technical issues that frustrated parents and teachers.

    “It was the right call,” Banks said at a press conference at City Hall about the move to online learning due to the snowstorm that hit New York City early Tuesday.

    Banks blamed the widespread technology problems on IBM's lack of preparedness for “peak time” when hundreds of thousands of students tried to access their classes and emails online.

    “We told them that approximately 1 million students between 7:30 and 8:00 a.m. will be online to go to school,” Banks said. “To say I am frustrated, frustrated and angry is an understatement.”
