In August 2023, Phil O'Halloran, a senior Michigan election integrity investigator with MIGOP, shared a fascinating Michigan State Police report with me. The 68-page report, which looked into the investigation into statewide voter registration fraud in Michigan that began on October 8, 2020 (just one month before the general election), was so astonishing that I read it several times to confirm its legitimacy.
As I read the amazing report released by local citizen, Chris Kigula, under the Freedom of Information Act, I had a lot of questions, most of which I suspected would never be answered.
Unfortunately, in Michigan, Democratic Secretary of State Jocelyn Benson and Democratic Attorney General Dana Nessel are busy punishing their political enemies or trying to convince Michiganders that despite piles of evidence to the contrary, Michigan's 2020 election was the safest. In history, voters should certainly trust SOS, which broke the law in 2020 and told its employees to ignore the signature matching process on absentee ballots.
A Michigan State Police report details how the city clerk in Muskegon, Michigan, Anne Misch, contacted the Muskegon Police Department after she received between 8,000 and 10,000 completed voter registration applications at the city clerk's office.
From the MI State Police report:
Mish appreciated that [redacted] He delivered between 8,000 and 10,000 voter registration forms to the Muskegon City Clerk's Office. Meisch turned over 42 suspected fraudulent applications to Officer Foster for examination.
On 10/20/20 (deadline for in-person voter registration applications) he returned to the Muskegon City Clerk's Office to turn in additional registration forms in person. Mish appreciated that [redacted] Brought 2,500 additional forms.
Later in the report, the withheld name of the woman who handed over the forged recordings was revealed. GBI Strategies, also known as “Empower Michigan,” was also revealed as the company that employed the woman who delivered thousands of phony registrations to the Muskegon clerk's office.
On the private Facebook page that MI employees use to communicate with each other, Misch shared a photo of the box of fake records she received from “EM” or “Empower Michigan” that were mailed from the Staybridge Hotel in Auburn Hills, Michigan, which is on the other side of the country. .
Several employees responded to Meisch's Facebook page, saying they also received boxes full of phony voter registrations from “EM” with a return address in Auburn Hills, MI.
In another post, Anne Misch told employees she received another box of what appeared to be fake records in the mail, “and a big envelope!”
One employee asked her if they were going to be a “permanent vehicle?” Or absentee voters, to which Misch replied, “They are now,” with a laughing emoji.
Another writer admitted that he had received “five (5) large packages” of the same type of recordings.
“I received one for another city, but it was already registered,” another writer said. She explained that the return address on her box also said “EM.”
In the report, Corey Ames, MI SOS analyst Jocelyn Benson, described that “a quantity of voter registrations” he examined were “clearly fraudulent” and that “a quantity of voter application forms are highly suspicious.”
It is worth noting that MDOS analyst Corey Ames does not acknowledge the number of fraudulent voter registration forms. Why does he leave this important fact out of the police report?
The suspect working for GBI Strategies, who turned over thousands of recordings to the Muskegon clerk's office, was moderately questioned by MI AG Dana Nessel's investigator, Stephen Morse. The suspect, referred to as “Brianna” during the investigation, told the Attorney General’s investigator that she had delivered about 1,000 fraudulent recordings to the Musekgon clerk.

Later in a Michigan State Police report, it was revealed that police had issued a search warrant for GBI headquarters in Southfield, Michigan, where Brianna had worked before being called to Muskegon, on the other side of the state. What the police found in their investigation was shocking.
In addition to finding traditional phones and prepaid cards that were used to pay GBI Strategies employees, they also found partially completed voter registration forms inside GBI Strategies headquarters. Even more shocking is that inside the Democratic Party-funded GBI Strategies room, police also found “pelican boxes in the room containing semi-automatic rifles attached to silencers, optics, and custom handguns.” One case contained “4 rifles and 4 pistols.”
“Weapons in the field ready for shifts,” a handwritten message on a whiteboard in the same room read.
Why did GBI Strategies, which was paid by Democratic Sen. Gary Peters and Democratic presidential nominee Joe Biden, need a cache of weapons in their office — especially automatic rifles with silencers?
According to a Michigan State Police report, the AFT cleared the weapons.
In response to our astonishing report on the investigation conducted one month before the 2020 election, Dana Nessel told the media that the weapons found during the search “were incidentally stored on-site by the owner and unrelated to the business purposes of GBI strategies.” (M)
AG Nessel took it a step further and said, “None of the materials seized strengthened the evidence of voter fraud.”
“More evidence of voter fraud”?
AG Nessel and SOS Benson kept this statewide investigation into possible massive voter fraud hidden from the public. Even more troubling is that we have confirmed with numerous clerks across the state that the police report was hidden from the clerks themselves, who are responsible and obligated to the voters in their district to ensure that the election is not stolen with false registrations that can be converted into fake votes.
Instead of addressing the seriousness of two police reports outlining their investigation into a statewide fraudulent voter registration scheme that began in Muskegon, Michigan, the chief elections official and chief law enforcement official hid the report from the public.
Freedom of Information Act requests for information about the 3-year-old investigation were denied by the FBI, which took over the investigation from the Michigan State Police and Muskegon Police Departments.
MI representatives Rachel Smit (right), a former MI clerk and vice chair of the House Elections Committee, and Jay DeBoer (right), also a member of the House Elections Committee, formally asked FBI Director Christopher Wray for answers regarding the investigation GBI Strategies for 2020 in a letter they submitted on January 24.

We would like to discuss the ongoing FBI case regarding the alleged voter
Fraud in the November 2020 election in Muskegon, Michigan.Credible news reports highlighted debunked police reports from both Muskegon Police and Michigan State Police. These reports suggest that a coordinated effort by an out-of-state petition collection company, GBI Strategies out of Tennessee, was engaged in, at a minimum, some form of voter registration fraud.
This company, GBI Strategies, was not registered to do business in Michigan. They lacked a suitable “registered agent” for the purposes of accepting legal service. It seems clear from the reports that GBI Strategies was also negligently keeping firearms in Michigan. The report noted that they were also carrying illegal weapons: so-called “NFA items” that would have resulted in criminal charges for any other individual found in possession without a permit. The company is also apparently involved in wholesale fraud regarding voter registrations, handing them out in two separate batches, “8,000-10,000” and 2,500 registrations. This isn't just a case of potential identity theft; It is also a case of criminal conspiracy to commit election fraud.
We do not believe it is a coincidence that these petition papers were delivered on October 7th, a day on which a large number of voter registrations are processed by the Michigan Secretary of State's Office. These were individuals who had previously been registered but had been re-registered. This indicates a degree of intent to submit fraudulent voter registration applications on the one day of the year when they cannot be observed, since there are many other registrations on that day.
This shows intent, and shows a degree of concealment, to dissipate the effect of voter registrations on the first day of the year when registrations will rise. We believe the FBI does not want to criminalize innocent behavior, or any rogue petition monger, but it seems impossible to justify that 10,000 to 12,000 fraudulent voter registrations could be turned over without prosecution.
Muskegon police have told the media that they have been asked to stand down in the case. This matter appears to have largely been turned over to the FBI. But of course, after years of inaction, it seems quite clear that no prosecution is imminent. It would not be unreasonable for the public to view this as a vindication of clearly illegal conduct.
The detailed and comprehensive police reports from both Muskegon City Police and Michigan State Police are worthy of public evidence. The silence on this matter is shameful.
These reports remained dormant for three years. According to Muskegon Police, the FBI once stopped by to review files for 15 minutes and then left, and they have not heard back from your employees since. The FBI's credibility in this matter is highly questionable, and the conflict of interest that this situation presents, given that GBI strategies have clearly been crucial to the re-election of statewide Democratic politicians in Michigan, and even national Democrats in Washington, creates another credibility problem. Regarding the delay in this investigation and prosecution. This appears to be a whitewash, and appears to be a selective application of the laws.
We would also ask that you file a judicial notice in the pending criminal prosecution of the 16 Republican electors that there is a pending case and investigation into systemic voter fraud. In this case, Michigan's attorney general has repeatedly stated that no voter fraud occurred in Michigan's 2020 election. The FBI certainly knows otherwise.
