Special Counsel Robert Hoare was unable to determine who had access to Joe Biden's stolen secret documents stored at the Pennsylvania Center because security deleted all visitor records from 2017 to 2021.
According to Hoare, Joe Biden kept more than 600 pages of classified documents in unlocked drawers/cabinets at the Penn Biden Center and stored some in rickety boxes in his garage in Delaware and other unsecured locations.
The FBI identified several folders, including several titled “EYES ONLY VPOTUS,” that contained top-secret materials relating to intelligence sources and methods.
However, Biden has not yet been charged and none of his aides, handlers, or guards have been charged with obstruction or conspiracy (unlike Trump's aides).

Joe Biden stole secret documents designated by SCIF and improperly stored them at the Penn Biden Center, his garage in Delaware, his rented home in Virginia, and his attorney's office in Boston.
Some of the most sensitive documents at the Pennsylvania Biden Center were stored in an unlocked office and closet.
The “executive assistant” referred to in Hoare’s report was none other than Kathy Chung, Biden’s gatekeeper.
Chung (pictured below with Biden) mishandled classified documents yet has not yet been charged. Biden appointed her to a cushy job at the Pentagon as Lloyd Austin's aide where she has access to the country's most sensitive military materials.
“[In] In October 2017, Chung moved the 15 boxes a few blocks away to the newly built Penn Biden Center on the sixth floor of another D.C. office building, where she unloaded Biden's White House documents — including some marked “top secret.” – And I put it in a closet. A three-drawer filing cabinet in her outer office adjoins Biden's office, which was designed to resemble his old suite in the West Wing. Other documents were left in boxes stacked in an unlocked storage locker, refuting the White House's initial claims that they were stored in a “locked safe.” Remarkably, the entire office suite was never locked, meaning that anyone past the security guard in the building's lobby had access to the confidential files stored there. “Biden’s office was not closed, and the adjoining outside office where Mr. Biden’s executive assistant keeps his files was always accessible through Mr. Biden’s office,” Mr. Hoare said in his 345-page report. “The Vice President’s office cannot be closed,” Hoare said in his 345-page report. Visitors from all walks of life, including dangerous actors from China and Ukraine, were able to access classified documents stored at the Pennsylvania Biden Center.
There was no real security at the Penn Biden Center, and in 2019, visitors no longer needed a key fob or a security escort to access the floor where all the stolen classified documents were stored, according to a Hur report reviewed by this reporter.
As Paul Sperry noted, the Penn Biden Center has received millions of dollars from Chinese donors and even hosted a symposium with Chinese Communist Party officials.
This is a striking example of a two-tiered justice system.
