He couldn't read his own notes.
They are actually running this guy again even though he is barely working.

A confused Joe Biden needed help from his handlers after he finished his remarks.
“I'm here?” Biden said as his handlers swooped in to help him.
Biden walked away from the podium and headed toward the dining table.
