Biden on Thursday evening made brief remarks and took questions from reporters after special counsel Robert Hoare released a 345-page report on the investigation into the stolen classified documents.
Hoare found that Joe Biden “intentionally kept” classified information, but decided not to charge him. Hoare said there was evidence that Biden kept secret notebooks, “knowing that he was not allowed to.”
The Justice Department defended not bringing charges against Biden because he is a “sympathetic, well-intentioned elderly man with a weak memory.”
According to Robert Hoare, in 2017, Joe Biden read aloud classified passages about meetings in the operating room to his ghostwriter “literally on at least three occasions” — and Biden has yet to be charged.
“We also considered whether Mr. Biden intentionally disclosed national defense information to his ghostwriter by reading certain classified passages from the notebook aloud to the ghostwriter almost verbatim on at least three occasions,” the report said.
Biden was not charged with reading confidential information to his ghostwriter because jurors could conclude his actions were “unintentional.”
“Mr. Biden should have known that by reading his unfiltered notes about secret meetings in the Situation Room, he was risking sharing classified information with his ghostwriter. But the evidence does not show that when Mr. Biden shared the specific passages with his ghostwriter, Mr. Biden was He knew the passages were classified and intended to share confidential information. Mr. Biden's lapses in care and vigilance illustrate why former officials should not keep unsecured classified materials at home and read them aloud to others, but a jury could conclude that Mr. Biden's actions were unintentional. Biden blew a gasket and screamed at a reporter.
“I did not share classified information with my ghostwriter! I did not! I guarantee you I did not!” Biden shouted, even though the private investigator said he read aloud classified passages “almost verbatim” to Znitzer on at least three occasions.
Biden denied the private investigator's statement that he shared classified information with his ghostwriter.
