Special Counsel Robert Hoare on Thursday released a 345-page report on the investigation into Biden's stolen secret documents.
Joe Biden stole classified documents classified by SCIF and improperly stored them at the Penn Biden Center, his garage in Delaware, his home in Virginia, and his attorney's office in Boston.
Hoare found that Joe Biden “intentionally kept” classified information, but decided not to charge him. Hoare said there was evidence that Biden kept secret notebooks, “knowing that he was not allowed to.”
Biden has not been charged.
According to Robert Hoare, in 2017, Joe Biden read aloud classified passages about meetings in the operating room to his ghostwriter “literally on at least three occasions” — and Biden has yet to be charged.
There are still no fees.

The special counsel included photos (screenshots below) of classified documents stored in damaged cardboard boxes and unlocked drawers.
