Overt drug use has become so common in Portland, Oregon, that children who attend one of the city's daycare centers cannot go outside to play for days.
Parents reported having to go through used needles while dropping off their children for the day, despite the school's efforts to clean up hazardous waste in the area.
How were things allowed to get this bad in the city?

Drug users outside Portland daycare cause preschoolers to play inside for safety: 'This is terrible'
Drug addicts stationed outside a school and day care center in Portland, Oregon, are forcing children to play inside due to safety concerns, according to a recent report.
“I usually do mostly meth,” Violet, a local drug addict who often smokes outside of school, told NBC affiliate KGW. “This area has always been known to be a drug-heavy area,” she said, adding that “they didn’t have to put a preschool there.”
“we do not want [the children] Violet added: “To be exposed to this is because it is their innocence that we are desecrating.”
“The next building will probably be gone, and then the next one will be close,” Violet told KGW, explaining that drug users will find a different place to meet even if police turn them away from the building. Area near St. James Lutheran Church on Southwest Jefferson and 10th Avenue.
“I mean it's disgusting, but it's also disgusting,” another drug user told the outlet about the problem on Portland's streets. “They can move if they want, or they can help us get rid of the problem.”
