Cameron said the first step must be a “cessation of fighting” in Gaza, which will eventually turn into a “permanent and sustainable ceasefire.”

He added that for his country to recognize a Palestinian state, the leaders of the armed Hamas movement would have to leave Gaza “because you cannot have a two-state solution with the people responsible for the events of October 7 continuing to control Gaza.” In reference to Hamas' deadly attack on Israel that led to the war in Gaza.

Hamas has so far taken the position that its leaders will not leave the Strip as part of the ceasefire agreement.

Cameron said that his country is also proposing a plan to calm tensions on the Lebanese-Israeli border, where the Lebanese Hezbollah group and Israeli forces have exchanged fire on an almost daily basis during the past four months, raising fears of a broader war.

He added that the plan will include Britain training Lebanese army forces to carry out more security work in the border area.

The Ministry of Health in the Gaza Strip, which is controlled by the Islamic Resistance Movement (Hamas), said on Thursday that more than 27,000 people were killed and 66,000 wounded in the Israeli attack on the Gaza Strip.

South Africa's foreign minister accused Israel of ignoring a UN Supreme Court ruling last week that ordered Israel to do everything in its power to prevent deaths in Gaza.

The death toll has risen by more than 1,100 since the International Court of Justice in The Hague asked Israel to do everything in its power to prevent acts of genocide against Palestinians in Gaza. Israel denies the accusations of genocide brought against it by South Africa before the court.

The Ministry of Health said that 27,019 Palestinians have been killed and 66,139 injured since October 7. It does not differentiate between deaths of civilians and combatants, but says that most of the dead are women and children.

Violence in Gaza continues to spread to neighboring countries. Yemen's Houthi rebels fired two ballistic missiles Thursday at a Liberian-flagged container ship in the Red Sea, a U.S. defense official said, the latest rebel attack as the United States launches airstrikes against them.

The Israeli attack was prompted by a Hamas attack on October 7 in southern Israel, which killed 1,200 people, most of them civilians, and took about 250 hostage, according to Israeli authorities.
