This kind of weather is definitely extreme. We see temperatures at 10 degrees or below almost as often as we see 90 degree days in Pittsburgh.
These are not guaranteed in any one year but you can expect to see at least one in two per year. The highest number was in 1977 when we had 42 days that year with temperatures at or below 10 degrees.

The most 90 degree day we've ever seen was officially in 1881. When it comes to modern era data (1948 onwards) we saw 38 90 degrees in 1988.
My forecast remains below 0 degrees wind chills throughout the morning with temperatures rising to 20 degrees this afternoon. Winds will be fairly steady, coming from the southwest at about 10 mph.
The cold air mass remains in place until the end of the week. The coldest days will be today and Saturday. Both days should see mostly sunny weather.
I have highs on Saturday near 20 degrees as well, but we likely won't see cold morning lows due to cumulating clouds. I don't expect we'll see wind chills drop below 0 degrees at least broadly but we'll see.
I want to quickly talk about snow chances on Friday as it looks like we will see a few inches of snow falling during the morning.
The timing will be bad again with high snow chances during the morning rush hour. The storm system this snow will come from is still moving inland and has not cleared the Rockies yet (obviously). The path and amount of snow can certainly change, but at this point, we will issue a First Alert Day due to the potential for snow accumulation to have a significant impact on your day.
